“If we do not take steps to preserve the purity of blood, the Jew will destroy civilisation by poisoning us all”. (Hitler, 1938)
“Surely if the human race is under threat, it is entirely reasonable to segregate AIDS victims, otherwise the whole of mankind could be engulfed”. (The Daily Star, 2 December 1988)

“Rule creators can be seen as moral crusaders, who are concerned chiefly with the successful persuasion of others, but are not concerned with the means by which this persuasion is achieved.
Successful moral crusades are generally dominated by those in the upper social strata of society.
There is political competition in which these moral crusaders originate crusades aimed at generating reform, based on what they think is moral, therefore defining deviance.
Moral crusaders must have power, public support, generate public awareness of the issue, and be able to propose a clear and acceptable solution to the problem.
Becker, Howard S. (1973). Outsiders: Studies in the Sociology of Deviance.
Resumiendo, según
Moral Panics have several distinct features.
According to Goode and Ben-Yehuda, moral panic consists of the following characteristics:
Concern - There must be awareness that the behaviour of the group or category in question is likely to have a negative impact on society.
Hostility - Hostility towards the group in question increases, and they become "folk devils".
A clear division forms between "them" and "us".
Consensus - Though concern does not have to be nationwide, there must be widespread acceptance that the group in question poses a very real threat to society.
It is important at this stage that the "moral entrepreneurs" are vocal and the "folk devils" appear weak and disorganised.
Disproportionality - The action taken is disproportionate to the actual threat posed by the accused group.
Volatility - Moral panics are highly volatile and tend to disappear as quickly as they appeared due to a wane in public interest or news reports changing to another topic.
